HSR published a two-volume special issue on state health research and policy, with the second volume appearing in February 2008. Numerous states are enacting and implementing innovative health care reform initiatives, often aimed to increase access to health insurance coverage for state residents. These initiatives differ widely in their targeted populations, approaches to minimizing crowd-out, methods of financing, and incorporation of mandates versus incentives for voluntary action.
