Vice President, Operations

As vice president, operations, Francie is responsible for HRET’s financial and grants management functions, as well as acting as liaison to other parts of AHA, especially shared services such as human resources. She oversees HRET’s community health agenda, including the Association for Community Health Improvement, and is co-principal investigator on a cooperative agreement with CDC designed to help eliminate Perinatal HIV transmission. Francie also oversees HRET’s governance research.

Previously, as HRET’s director of community health programs, Francie was responsible for the Community Care Network demonstration program. Reaching the end of its funding cycle in 2003, the Community Care Network demonstration program successfully achieved a variety of objectives related to developing cross-sector partnerships aimed at improving health care in local communities across the United States. She joined HRET in the spring of 1997 as Community Care Network research manager, implementing the Community Care Network evaluation project under the direction of the principal investigators.

Prior to coming to HRET, she worked as assistant director in charge of research and training at two social science research centers at the National Opinion Research Center and the University of Chicago. Her research has focused broadly on unintentional limitations to access to health care, and she has substantial prior experience in textbook and professional publishing. Francie has an M.A. in public policy, with certification in health administration and policy, from the University of Chicago, and a B.A. from Smith College.
